YouTube counted views from the first playback frame starting August 24
Creator pay and Partner Program eligibility still run on engaged views in YouTube Studio.
YouTube began counting a public view from the first frame of playback on August 24 across Shorts, long form, podcasts, and livestreams. The platform retired its split counting systems and moved the older watch threshold into a separate engaged-views line in Studio that still governs ad revenue and Partner Program qualifications.
Colin and Samir argued on an emergency pod that headline totals will climb without changing what advertisers pay for. They compared one of their AI episodes that listed about 250,000 views against 2.6 million thumbnail impressions and estimated it might now read closer to a million under the new rule.
YouTube said metric parity should give creators a clearer picture of exposure when pitching brands. Autoplay on the home page now registers immediately; a hover that never starts playback remains an impression only.
The hosts also walked through Partner Program entry doubling on February 1, 2027, to 8,000 qualified watch hours or 20 million Shorts views for new applicants, while existing members need 10 million Shorts views every 90 days to keep Shorts ad payouts.
They cited Bloomberg reporting by Lucas Shaw that YouTube offered top channels multimillion-dollar packages for exclusive upload windows as Netflix signed non-exclusive licenses for creator libraries.
